They usually let the water rise for holiday weekends. It should be relatively good for an outing. As an alternative, there's always the afterbay. Just head out west on 162 from Oroville. Go past the golf course and turn left on Wilbur Rd. It is a dirt road but well maintained. A great place to hang out and bring the kids and pets. No leash laws there either. And, it's free.
Lake level is at 820'. Loafer lauch ramp is open. There is no water at the Day Use swimming area.
No it isnt its nice its higher than its been for a few years now.
I didn't go to the lake, I went to the shooting range the water level looked good from a distance.
