Yes. Service animals and pets are allowed.
Primarily accepted are Service Animals. I've seen "pets" in the store and they don't look like what the definition of a Service Animal is. However, that can become a legal issue in one trying to determine that. Long answer, short: I've seen dogs in the store before
I'm not sure if dogs are allowed inside but I see them in there pretty often as I'm in Lowes at some point almost everyday.
