Yes you can bring your own tent. Can reserve a site at the gate, but I recommend reserving ahead if possible.
You can bring your own tent, but are only guaranteed a site with a reservation. Otherwise it's a gamble of availability. Pretty sure all VT state parks allow free off-season camping, but a reservation is required for that for certain.
