Yeah unfortunately that's a limitation imposed by physics not by the technology behind the battery. How a battery is constructed has only a limited effect on its performance in the cold. The best advice I would say is whatever battery you get, make sure that it has a solid chemical components, as opposed to a standard double a which uses a paste or certain batteries with a liquid electrolyte, run the risk of freezing. Your best bet put it in your jacket, keep it warm. Minimize both the camera and the batteries exposure to the temperatures and keep it back up or two on hand and as close to your body is possible.
