I have not been able to make an appointment to submit my application for a residential visa. The link to the site does not work and when I leave a message on the phone, no one responds. Anyone have advice?

Just show up at the consulate in boston, they will attend with or without an appointment ...

I had the same problem trying to contact the Consulate. I went to the Consulate two weeks ago and made an appointment for the next week to apply for permanent residency. I was there for about 90 minutes and got the 'temporary' permanent residence card attached to my passport. Good luck.
