They open on Mondays afternoon usually.. Try emailing them, they might notify!
The portal is not run by the consulate. It is run by a government contractor and you must have an appointment to process your paperwork. Based on our observation, the portal opens up the week before the next two weeks of appointments. The portal has opened up around 4pm on June 27 for appointments between July 1-July 12 and 2pm on July 11 for appointments between July 15 - July 26. It is a frustrating process but once we made our appointment, the consulate officers were helpful.
I have been looking for weeks as well, so appointments available ! So so so frustrating Might as well spend my money on other countries
