That does not appear to be correct: http://www.vdacs.virginia.gov/animals-primates.shtml I suspect Stahl does not treat monkeys, since they list "small mammals," and I don't think monkeys are usually in that category. This is the kind of question that should be answered by calling them rather than asking us volunteers on Google Maps.
All monkeys are illegal in Virginia, especially since the Ebola outbreak in Reston.
