I believe so, I have seen dogs on leashes.
The two nites we camped at the park there were several dogs of all sizes. They were all on regular leads not the spring loaded kind that let's the dog get 20 feet away.
I think so just,Must be kept on lead and not left unattended kept quiet/no menece barking.
