Family can bring them to them they have a list of things that are and are not allowed. If your brother wants to change his life this is a good place yo do it.
If he is slated to arrive at a bridge facility, he will have the opportunity to call family and they can then bring clothing that is approved by the director.
Do they provide anything of that upon first arriving?
