Can females at bridges in Auburndale get cell phones like can family/friend purchase one for them or when can they make personal calls to family n friends

They are able to have a cellphone approximately a week after they arrive. They are expected to learn the "TC" concepts (Transitional Community Concepts). They will be asked, what do the "TC" concepts mean to them personally, and upon them breaking them down and explaining them, they will be given certain privileges such as being allowed to have their family furnish them with a cellphone, and begin looking for employment.
