Although I didn't see any entry points to the river from the Shadow Falls Park side, while hiking in the park I did see multiple sandy, beach like areas on the other side of the river where people were in swimsuits and had tubes/other water sport equipment.
You can get to the river if you follow the stream from the falls, but it's aways, and it's a little treacherous, and there's other, better options near by.
