So... can we just go to the observation deck without a hotel reservation? I can see this from the Kimoton hotel where i am staying and wonder if I can just visit.

You can go to their bar (speakeasy) on the 14th (i think) floor for free

Yes, but I believe it's like $10 to go up there. There's also a museum.
