I remember the obsevation deck just having a small railing 36"s mabe i was 7 or 8 in 1967 or 1968 am i remembering this rite

I'm pretty sure you are Daniel. that railing was high enough to keep tours of grade school children from falling off the edge. My favorite feature was the telescopes that were on all 4 sides of the deck, so you could try and locate familiar places near your home. It was a great view to a child.
