Carmel River State Beach has accesible bathrooms, & the main parking lot is level with the beach. Access at the North end is only by stairs. Carmel City Beach has accessible bathrooms on the bluff, but beach access is by stairs at all but two points that are still a steep sand slope (bottom of Ocean or 8th Avenues). Both beaches would require ability to maneuver on soft sand.
It's free. However, there are some stairs you have to take to get down to the beach.
