New USDA regulations do not allow the feeding of the animals anymore. Most of the time the animals are being pastured in a way to keep them away from the fence, because people keep feeding them, despite all the signs that say not to.
The animals are there but the USDA has decided to pasture them away from the public during the Covid-19.
They are there... they just like to roam around.
