Yes I know he is actually on meds for the arthritis it's just not helping his back legs are so drawn up that he can't walk on them he can't even stand up to use the restroom without falling over and wetting on himself he screams high pitched screams in pain all the time it's painful to watch him being pain
I think your doing the right thing for your moms dog depression can play a big part in wether a dog wants to get better especially an older dog but it should cost around 60$ but the dog and cat clinic has changed alot recently so I could be wrong
