Unfortunately, no. To the NorthWest is Vandenberg Space Force Base, East is Union Pacific tracks, and South is a protected conservatory.
You can ask the park service. We saw people mostly strolling and some wind surfing, on the beach. You can bike there.
I don't think so. Protected lands. Hiking only
Not that I know of, but people bike there sometimes.
