My friend gave me a tortoise but I realized it wasn’t a pet. I don’t want to force to live somewhere it’s not suppose to be but I don’t know where to release it. Will they receive the tortoise?

What kind of tortoise? If it's a gopher tortoise, you should take it there immediately. Otherwise, that may not accept your nonnative tortoise as it cannot be released here in the wild.

Call them and ask about it and the type of tortoise it is. They can't release an animal into the wild that doesn't belong there. They're also not a shelter for pets, so they might not take it. Maybe ask your friend where they got it.
