What is css thru high point and can you call people from someone's cell phone that is also a patient

CSS is where a client will be transferred after Detox to wait to be transferred to TSS where the client is awaiting a bed to open up in a halfway house or sober house...and No Clients are not allowed to keep there phones they are locked up in there property they are able to call out on a pay phone in the facility high point..or the can make calls with a caseworker

Ok I'm trying to figure something out here. Someone I know called me off a cell phone and claimed to be in css, stating they had an interview today for a halfway house and is now waiting the answer..I'm confused because I got a letter stating they got approved to go into a halfway house as of June 2nd.
