When I was there last weekend there were signs stating no dogs in swimming area. I'm not sure if I would want my dog swimming in a place where alligators might be, if you know what I mean :-)
Nope, no animals allowed. U can make your own, just have to find an access area or I bought my pup/lab a hard plastic pool, he loves it. As much as we love our pets, are you considering a spring has a strong current and in spots its deep. Their paws can puncture an intertube, even trimmed nails. Imagine if everyone brought there pets, half are slobs and don't scoop the poop.

Wekiva Island is dog friendly in the swimming areas.... there's also a beach up in New Smyrna area by Ponce Inlet that's dog friendly as well on one side
No, but... Dogs are allowed on the beach and in the water in Cedar Key... Just remember to clean up after him, and make sure he's kid friendly bc there's a big playground there and as I'm sure you know, dogs are a kid magnet! Lol but if he's friendly and listens to you, he can have free run of the beach, its not a big one but it's only 45 minutes from Dunnellon and most everything there (shops, hotels, restaurants) are pet friendly
Flagler Beach State Park has a dog beach next to camping.

At the park no dogs in swimming area but I go tubing/ boating and people hane them in biats and swimming beside their paddle boards and kyaks. Depends on where you get in the river. There are a few gators, not many in the crystal clear cool 72 degree water.
There is beatiful dog beach in south fla in the upper keys google dog beaches and youll find several places around sanibel and captiva Just be responsible for pooping scooping and leash laws and enjoy summer will be here soon Not all dogs love water😀😎
