Was open when I was there. You need your room key to get in. I did not see the "red" sign. I guess that sign pertains to stuff like smoking etc - I COULD BE WRONG
I also don't recall seeing that sign when I was there. It was open when i was there as well. This may be a question for the hotel directly, as it sounds like a temporary or misunderstood situation.
