They used to have a limitation for any adoptions too close to Christmas. They wanted to make sure the forever home is just that. No impulse adoptions.
There are some animals that have had their fees paid so they can be adopted faster. I don't see why you couldn't adopt an animal for yourself and then present it the person you think would want it. There is a window where you can return the pet if it doesn't work out. But a pet commitment is serious. I hope you've thought this through. And good luck.
No unfortunately not. They have to do an interview with the potential owner to see if they qualify to adopt a pet. The only way i know of getting a pet for a gift as a surprise is if you get one from a pet store or a breeder that doesn't have an in depth interview process. The easiest way is to go to a pet store.
It couldn't be a surprise. The person who would be the owner would have to fill out the in-depth application. I found the process exhausting. There's a lot of competition if you want any dog other than a pit bull, which they have too many of. They judge you if you're not in tip top shape and look like you will run the dog every day.
