The arm band gets you unlimited rides, and is completely unrelated to the entrance fee, which just gets you into the fair. Armbands are $25 on a weekday, or $35 on a weekend. Admission (entrance fee) is $11 on a weekday, or $13 on a weekend.

The arm band gives you unlimited excess to the rides, and does not include price of admission. Arm bands, I believe, are $50. 00.

Yes you have to pay the entrance fee, The armband gets you unlimited rides on the rides that take tickets only the cash rides are still cash. But the parking is free...lol
