That data is usually handled by Google itself. If there are more devices sharing their location here, then it's going to show it's busy. If there are more devices here than last Monday, then of course it's going to say busier than usual. It has nothing to do with the actual fairgrounds, it's google. Same way that Google maps knows when there is a backup on the road, devices sharing locations. Normally the fairgrounds doesn't have a lot of activity, but with the fair setting up, there are so many more people here.
