The only lake I think you can swim in would be lake hemet. I don't think there's swimming allowed at lake Skinner and definitely not at Harveston lake.

The only two lakes other than Hemet mentioned would be Lake Elsinore and of COURSE Canyon Lake. Although you'll have to find someone who lives inside the community to get you access, I think. It's a gated community. I'm not sure about complete access to the lake itself. No. You can't swim at Lake Skinner. It's basically part of a protected area. They have a hard enough time with their permits each year trying to keep the Balloon and Wine Fest there. Lake Elsinore us actually kept a LOT cleaner now. The city goes through great pains to see to it and keep it safe.

Lake Elsonore has a small section for swimming but its not the cleanest. I don't know about Lake Skiner, I thought they use to have a small area for swimming but they are currently having an Anabaena bloom Sooo thats not really safe to swim in.
