Yes you can fish there but if you're actually looking to catch good size fish that's not the place how did you want some practice it's okay I got some small bass and stuff like that but they're so small it's all catch and release if you want to find some keepers you can try Dixon Lake in Escondido

Though city regulation says no fishing at Harveston Lake, state wildlife and recreational angling laws do allow for exploitable loop holes and walk around for the angler populous. I see plenty of urban anglers fish that lake without a single person harassing them and have seen quite a number of hefty bass up to 7lbs pulled from the lake in the past few weeks.
No! They have posted new regulation NOT ALLOWING FISHING. As of Dec 2017 it is not allowed and fines will be issued.
