Are they waiving fee's for adoption right now? I heard yesterday on news they are over full and are going to start euthanasiaing animals.

See above. ACS does adoptions also but no fee reductions at this time.

You are thinking about Animal Care and Control, different entity than ACS. If you are looking to adopt, don't wait for fees to be waved, go now! Both organizations need those fees to provide food and vet care for unwanted animals.
