Hi, dogs are not permitted on any of the trails. Here is what the NPS says, "Pets and Wildlife. For you and your neighbors to see and appreciate wildlife, please note that pets are not permitted on any trails at Sequoia and Kings Canyon National Parks. In campgrounds and picnic areas, pets must be kept on a leash at all times. The leash must be less than 6 feet (1.8 meters) long."

Yes, but only in some parts of the park, and only on a leash. Dogs are not allowed on the trails. Also, if they're left in cars, they cannot be "a nuisance". My recommendation, leave pooch at home or hotel room, if you want to fully enjoy the park. This way you don't have to worry about him/her being stuck in a car.
