I don't think they allow anything other than service pets. You should call them.
If its a service dog, that is a different story, but, to just bring a non service animal, no.
Unfortunately Union Station has a no dogs policy. However the train itself might allow them after you've contacted Amtrak. If you're just looking to visit union Station though, the pups will need to stay home.
