Island of adventure. There is more harry potter there however Doagon alley is in universal studios
You can't have a full Harry Potter experience without riding the Hogwarts Express,so I recommend the park to park ticket as well. But if your budget can't won't allow that I would do just universal studios, and diagon Ally.
If you want to see both parts of Harry Potter world get a park to park pass so you can ride the Hogwarts Express. You can go back and forth on the train. Each way has its own little experience. That's really the best way!
Get a park to park hopper the take the 9 3/4 train between the parks
There are more rides at Islands of Adventure but I would say Universal Studios was more magical. In saying that, IOA has the castle.
