There may be some rides worth checking in the Dr. Seuss area, but most of the park seems directed towards maybe people in their tweens and older.

100% yes. Even under 42 inches, but at 42 theres a few more and 44 another few more!! But @4 I'm guessing 40-46 inches so yea plenty to do
Lots for a 4 year old, but lots he won't like either for bigger kids. So be choosy which ride you invest time waiting for
Depends on his high and enjoyment of thrill rides Universal Studios Park is a bit limited on younger kid attractions Islands of Adventure has more but still both are very much geared to teens and adults

Yes I have children that range in age from 9 to 16 we have been going there for years and have always enjoyed. To get full experience recommend park to park hopper so that you can get full experience. But there is plenty to do in both parks.
Yes there are actually quite a few rides, flight of the hippogriff, pterodactyl flyers, Spiderman, Kong and a few others I'm forgetting. I have a 40 inch human and loved it
Right now, it is a little harder for little ones due to covid restrictions, however there still is alot to do. If I had plenty of extra $ go for it, if things are tight, I'd wait a few years, or until restrictions are lifted.

There's lots to do for little kids , Seuss Landing Jurassic World flyers, Flight of the Hippogriff in Harry Potter, The Hogwarts Express (you have to have a 2 park pass to ride) Minions ,Shrek, animal shows etc. The app is great so I would definitely recommend downloading it. Have fun!!
I felt there are plenty of attractions for a four year old. Check online to verify if you would be interested in what they have to offer. That would be your best bet, I feel.
Just there last weekend of February 2021.Due to Covid the play areas in Dr. Seuss land (kiddie land) are closed but the rides, like Cat in the Hat, the carousel, and others are open. There is also a ride specifically for little ones in Jurasic Park. In addition, if you go on a warm day I think he will probably love Popeye and Bluto's Bilge Rat Barge... just be sure to bring swim suits or a change of clothes as YOU WILL get wet. (I'm not sure if this ride has a height requirement) The park has daily locker rentals for 10 dollars. Aside from those I mentioned there is stuff for him to do in Harry Potter land including riding the train if you have a hopper pass and making magic with the interactive wands. Hope this helps.
Oh there are whole lands that cater to small children. I suggest you download the universal app and use the map function. It has a filter that shows rides appropriate for young children
Trolley train, carousel, fish ride, hippogriff ride on the island side. If bigger than 36 or 40 inches, a bunch more rides
Due to covid the play ground and splash zone are closed. My 6 yo grandson only went on one ride in island of adventure.
Tons of rides for kids as young as two!
There are plenty of his age appropriate rides on both sides of the park
