Not both. It does close for a few months for cleaning & maintenance, but Disney's Blizzard Beach stays open during that time. When Blizzard Beach closes, Typhoon Lagoon opens. This way, you always have an option of at least one water park. However, if temperatures are deemed too low for safe water play, the park will close for the day.
The short answer is, no. But thunderstorms with lightening within 7 miles of the park will close it until the threat is clear. Blizzard Beach will close in September '19 for refurbishments this winter. The 2 parks will alternate doing this so there is always 1 water park open. Our preference is Blizzard Beach - we just think it's the better of the two.
