Not unless you have been a guest there or are visiting someone who is checked in there. The place has been built with very specific purpose in mind and therefore it follows a strict protocol. But yuh can always call them and see if they are willing to make an exception.
No you can't just visit this village.
I believe you can go by and get information. That's it. But after you have stayed there from your child's make a wish. You are considered alumni. And can visit the facility and use the facility.
Honestly there is a tour type thing that happens here I remember seeing it come through. Stop in and see them though they are beautiful people and extremely helpful. Also sign up with the volunteer service they provide there.

It's not open to the public just walk around. However, they are always in need of volunteers!
