Disney Springs is open location of walk around with restaurants and shops. So a ticket window no but like all location there's a guest service stop by to ask questions.
If you're asking about House of Blues yes, there was one for Cirque but now it is not in operation. There is a guest services building in the shopping district of Disney Springs where you can take care of any theme park related things. Best place to get there is to park on any level of the lime garage and proceed to follow the signs.
No tickets for the parks.
