No, unfortunately there's no characters there, but some of the resorts have them with their character dining options.
The only character is the Coca Cola polar bear, which is at the Coke store, and is oretty awesome; his ears wiggle. Theyves been havong Santa Claus at Christmas in July the last couple years, so watch for that one.
No characters just a lot of stores
There are no live characters at Disney Springs. There are a couple of picture spots that have plaster characters. There are Snow White and Cinderella at the Disney Store and Winnie the Pooh at another spot but I don't remember where that is located.
