No, the monorail runs from the ticket transportation center to EPCOT and the Magic Kingdom. There is a monorail line that runs from ticket transportation and stops at each of the three hotels on the loop along with the Magic Kingdom. If you just want to ride the monorail, you'll have to park at a Disney park/hotel and pay the parking fee.

Theres no monorail access at disney springs. You can catch a bus to the ticket and transportation center though where you can catch the monorail, or you can just park at the Ticket and transportation center. Where are you trying to get from disney springs?
