To work directly with the animals you have to be 18. To volunteer and raise money is 13, but you will not be able to interact with animals unless you are over 18
Depends on the area, you can raise funds at any age bit IIRC you have to be at least 13 to work in the shelter proper, but it may be a slightly different number. I know it's older to work directly with the animals
