I went during spring break and it was crazy and I've also been in Dec before Christmas and was not as bad.

Basically never. Right after school starts is usually the least busy but it is unbearably hot or raining 🤷🏻♀️

The best week of the year is week ending in Labor Day weekend. This is the lowest demand week in Orlando. Crowds everywhere are low.
Late Aug early Sept but can rain in the afternoons.
When kids go back to school is an excellent time to go to the theme parks
Now right as most schools are starting to go back to school and usually in Feb. But keep in mind, many people are opting to go to Universal over Disney due to not needing a reservation. But when ever you choose to go try to be there before or at park opening. Things, per day, start to get busy around 10/11am-4/5pm
The crowds are light now.. most rides having longer express pass lines than regular lines
