"Critters without litters" is the program that offers discount vouchers for spaying and neuturing at a fractional cost. There is also a "catch and release" system for stray cats where non-owners can bring them in for a free service, then have them re-released fully vaccinated and fixed

I don't believe they fix them there. They probably send them out to a vet. I could be wrong.
