A stray kitten showed up in my back yard. I'd keep him but I have other pets and a small child. Looks like he has mange. I can't afford to pay the medical bills for his treatment. Who can i call?

Yeah I would call Animal Control. Let them come and pick them because that's the safest way to do it since you got small children

If it is in your hands you can take it to your nearest spca and they will take care of it and once prepared it will warn you to pick it up and leave it free where you found it they will thank you and the kitten also because it will continue having 6 more lives than wonderful 'TRUTH?

Take it to spca or the fruitevale animal shelter spca opens at 9am and fruitevale animal shelter opens at 10am

You can call the SPCA after 3 months if not they died or you can call or you can go poster online to somebody that loves cats and will take care of cats
