Asilomar State Beach has 2 beach wheelchairs that can be reserved through the conference grounds front desk. There is no cost, but reservations are recommended. The chairs are designed for the sandy portion of the beach not the uneven coastal trail or the paved roads through the conference grounds - too harsh for the special balloon tires on this equipment.
It looks like you can find out what CA beaches offer beach wheelchairs at this link. At a glance, it seems that there are a few on the Monterey Peninsula. Hope this helps! https://coastal.ca.gov/access/beach-wheelchairs.html
