If I pick up a car in Modesto then pick up a person at the Sacramento airport can I go to the Budget counter and add that person as an additional driver there?

Budget told me when I did this at Sac airport, I didn't have to do any paperwork to add a driver as long as the driver has the same address and is 25. If didn't address they need a deposit.
