Well you can park somewhere and walk in to the Snow Summit Ski Area to see the snow free of charge. The tickets are for the lift for people to ski or snowboard. There is no viewing area with the lift.
In order to use the ski lift, you need to have a ticket... You can always try to reason either with the people at the windows or the people who check the tickets. Other than that, last resort would be to walk up which would take forever but would also be free. Hope this helps :D
