There is quite a bit of free parking if you're willing to walk a block or two to the beach, and the beach itself doesn't have a fee. Unless you plan on camping overnight, it shouldn't cost anything to go to the beach. ETA it can get pretty crowded on the weekend, so get to town early for the free parking!
It's $10 for parking at the Carpinteria State Beach day use lot or you can try to find parking on the adjacent streets. Either way parking goes really fast in the summer. If you only have a towel an umbrella and don't mind walking then you'll probably find something. If you have chairs and canopies, kids, and beach toys then pay the $10. It'll be worth it when you are trying to get back to your vehicle with wet and sandy kids.
If you get there early there is usually plenty of free parking

If I recall correctly, the parking was $8, but there is free parking not too far away, and the beach is free for walk in traffic.
