Not sure about refunds for weather. There are umbrellas available throughout and there are benches all around. On the upside, if it rains the tigers love it!!
I can't tell you if there are refunds if it rains but can tell you that it is Florida and it rains everyday. Sometimes just for a few minutes and sometimes longer. I was happy when it rained. Gave some relief from the heat. Yes the tour is walking around the facility. You do stop and look at the animals as they give some interesting facts and info about each one. There are plenty of breaks as you are going and they are very accommodating to make sure you are taken care of. Hope this helps.
