A sanctuary should never let people handle the animals
No, sometimes if they have new cubs they will allow it, however I recently learned they heavly sedate the babies during interactions... Not exaclty something that should be legal if you ask me since it can cause the animals harm

If you desire to pet cubs you should be subscribed to their facebook page where they update when they have new cubs.
