So I purchased a facial moisturizer and want to return it now because it’s too thick and has made me break out. The only problem is I can’t find the receipt, can I still return it if it was purchased on my card?

When you give your phone number as rewards member they keep your purchase history for the next 60 days in the system. So if it's been over 60 days you will have to call customer service for your receipt but if it haven't you should be able to return your product at any ulta beauty.
