They won't answer the phone Period. The French Embassy has you speaking to a live person within 4 minutes! What is up with this Embassy. I've been trying for months to talk to a live person!
If it's true that it's like this at all Spanish embassies, what is the reason? Why does Spain so sadly underfund these embassies that they can't hire enough staff?
