Hello Debra, according to the Plumber, the clog was from your unit. It was a soft plug that required removal. The land owner cannot control what is placed in the drain, or dropped in the toilet: Such action is under the control of the tenants. Clogging of toilets and drains are considered a tenant expense in the rental agreement. In cases like these, we rely on the assessment of the professionals, prior to billing tenants.
The plumber runs the tool from top of the house and it runs through both duplexes and up to the street. There is no way he can know we're this so called soft plug is. In 22 years I know it is a normal event that this happens once a year or 2. The neighbors were out of town so we were unable to find out if they were having problems. There is no way to know if it was just my place. I have the paper from Q.P.M. stating it was cleared out from the main line going from the roof through both units and to the street. Q.P.M. never charged me before now. Why?
Unless specifically stated that the tenants have to pay for the cleaning of the gutters, it is their responsibility to clean the gutters. But they'll only clean them if it starts causing serious problems for the duplex.
