I agree with Minh, the RMV rules are strict regarding documentation. It could take 30 minutes or more to speak to someone on the phone but I recommend calling the RMV to get an answer to your question.

Technically no , they want a valid ID . But u can see if they would approve u if u can show ur visa pending. Talk to a supervisor there .
